1) The institution (government, business, school, community, church) creates (real or perceived) or exploits a problem blaming it on others.
2) The people react by asking the "institution" for help, freely willing and asking to give up their rights so the people feel safe.
3) The institution offers the solution that was planned long before the real or perceived crisis so the people feel "safe".
***Make no mistake. There is always a pre-determined outcome and it is usually money or power.
